I scroll down my timeline and as soon as i get a mm or so past the first post it flicks me back to the top. Head to twitter settings (check the steps above).

Out of curiosity i checked my notifications timeline on the desktop version and i was able to scroll down well past 20 tweets just fine so it seems to only be an issue on the mobile.
